Congress Passing the Budget

Why do we suffer because Congress can’t pass the budget? 

If they don’t pass a final version of the budget by the original deadline, All of their wages and benefits should be taken away for the period that the budget isn’t passed (the final budget).  They shouldn’t get any of their wages or benefits back for that time period with the following exception.  Only emergency or permanent life changing medical benefits should be allowed (though it will require a doctors note and need to be signed by the Governor of their state, or the President of the United States after the medical services are complete).   This rule would apply to their families also.  Once the original deadline has passed, they can no longer reduce Social Security, Medicare, or Medicaid or any other health related benefit.

Further, they should not be able to add, only eliminate foreign benefits once the original deadline has been achieved.  This alone may pull us out of debt.

Other issues relating to passing the budget:  Congresspersons cannot quit their jobs once the deadline is passed until the next election.  Also, they should not be allowed to be on the ballot for the next election unless the budget is passed prior to the election (they wouldn’t be allowed to campaign either, so they could focus on our country instead of themselves).

Maybe they would learn to compromise if they had rules like these.
